Full Implementation of Electronic Air Waybills

In line with the move towards paperless logistic environment in Malaysia as well as preparations for the new United States (US) and Indian Customs ruling for Advanced Electronic Cargo Information Declaration, MASkargo shall with effect from 15 May 2004 requires all freight forwarders to submit electronic Air Waybills at Master Level as per IATA Resolution 600a prior to the lodgment of their Malaysia Airlines (MH) shipments for uplift at all Malaysian ports.

This shall be followed by the mandatory electronic submission of Air Waybills at House Level for MH shipments destined to Indian Ports and the US with effect from 01 August 2004.

This is to meet the deadline for Advanced Electronic Cargo Information Declaration imposed and targeted by Indian and US Customs Authorities for implementation in mid-August 2004.

MASkargo shall reserve the right not to accept and uplift any shipments of which the electronic Air Waybills have not been submitted within the stipulated time frame.

In conjunction with the above, MASkargo shall also be implementing a 'reverse process' for the acceptance of MH cargo at the Advanced Cargo Centre (ACC), KLIA with effect from 15 May 2004.

The prerequisite for the adoption of the reverse process is the submission of electronic Bookings and electronic Air Waybills by freight forwarders, prior to the lodgment of their shipments at ACC.

In the reverse process, the inspection, weighing and acceptance of cargo at the Truck Dock shall be done prior to the processing of Air Waybills and settlement of charges by the freight forwarders at the Documentation office.

The final gross and chargeable weight of the shipments as ascertained by the Acceptance Receipts and the Weight Slips issued at the Truck Dock shall be used by the Freight Forwarders for the completion of their Air Waybills for submission and settlement of charges at the Document Office.

The primary benefits of this Reverse Process are to prevent situations of weight discrepancies and the issuance of Charges Correction Advices.

The overall efficiency of the Cargo Acceptance Process at ACC will be greatly enhanced as the Freight Forwarders are only required to go once to the Truck Dock for cargo submission and once to the Documentation Office for submission of Air Waybills and settlement of freight related charges.
