- Reports out of Israel reveal that if Israeli flight safety does not improve, Israeli airlines may be blacklisted by the European Aviation Safety Agency (EASA). “If its safety rating is indeed lowered, Israeli airlines could be prohibited from landing in European airports, or even flying over Europe.” The U.S. Federal Aviation Administration downgraded Israel from a Category 1 to a Category 2 two months ago.

- In an effort to encourage airlines to operate more flights to Thailand, The Airports of Thailand (AoT) board has approved a measure to reduce landing and take-off fees at airports they operate by 20 percent. The airports affected by this incentive are Suvarnabhumi, Don Mueang, Phuket International, Hat Yai International, Chiang Rai International and Chiang Mai International. If aircraft are on the ground for less than 24 hours, the fee would be waived.

- The Prime Minister of Vietnam has approved a US$13.4 billion investment under an air transport development strategy. The plan includes expanding and increasing flight routes to Asia, the Pacific and the Middle East; raising the number of aircraft, both passenger and cargo; putting additional airports in operation and developing airport infrastructure. The Vietnam Civil Aviation Administration has plans to increase both passenger and cargo transport in 2009.

- A list, released by the European Commission this past week, spells out which European Union (EU) countries will be responsible for collecting payments from airlines under the EU Emissions Trading Scheme. United States carriers, including American Airlines and United Airlines are on the list, as well as some U.S. companies that operate private flights. - The Canadian government is considering plans to raise foreign ownership limits on domestic airlines. Under the ownership changes, foreign ownership limits could be increased from 25 percent to 49 percent. - The United Arab Emirates (UAE) and Tunisia have signed an Air Services Memorandum of Understanding (MoU). The MoU will increase flights between the two countries. Emirates Airline, Etihad Airways, Air Arabia, RAK Airways and Fly Dubai were designated as national airlines for the UAE. Tunisian Airline, Carthage Airline and Nouvelair Tunisie Airline are the designated airlines for Tunisia.

- As the result of a US Department of Transportation final order, carriers at LaGuardia Airport in New York have until February 2 to decide which flights they will voluntarily cut. The DOT final order calls for airlines at LaGuardia, the most congested US airport in 2008, to reduce flights from 75 an hour to 71. The reductions will be in effect from May 31through Oct. 24.

Kuwait Airways, Jazeera Airways, Wataniya Airways and cargo carrier LoadAir are designated operators.
